You need a graduation (Bachelor's degree) from a recognized university. Minimum age is 21 and maximum is 40 for General category (as of 1 January of the exam year). SC/ST/OBC/PwD/Women from MP get 5 years age relaxation. No minimum percentage is required in graduation. Final year students can also apply.
